The State of Connecticut Department of Public Health is responsible for the oversight of the construction of private wells and subsurface sewage disposal systems (septic systems) in the State of Connecticut. Please check with your local health department to see if they have approved a local sanitary ordinance which may be more restrictive than the Connecticut Public Health Code. If you have any questions in regards to the permitting process, please feel free to contact us at (860) 354-9346.
Please take a look at the various State of Connecticut Department of Public Health land use rules, regulations, and guidelines provided below:
Regulations and Technical Standards for Subsurface Sewage Disposal Systems
Connecticut Public Health Code – Section 19-13-B100a
This is the section of the Public Health Code as it relates to building additions and conversions. Be sure to read our white papers What is B100a?, B100a process, and Hiring an Engineer for Building Additions and Conversions so that you can fully understand the approval process.
Determining Design Sewage Flow
This document provides guidance on determining the design flow required for a septic system. The design flow is expressed in gallons per day.
Sewage Disposal Regulation and Technical Standards
These are the Regulations that Sanitarians and Professional Engineers must follow when designing subsurface sewage disposal systems (septic systems) in the State of Connecticut.
Technical Standards Summary of Revisions 2009
The State made a rather comprehensive revision to the Technical Standards effective January 1, 2009. This document provides a summary of those revisions.
Design Manual
This design manual provides guidelines as it relates to Subsurface Sewage Disposal Systems for Households and Small Commercial Buildings (up to 5,000 gallons per day):
Design Manual Part I – General Design Principles
Design Manual Part II – Specific Design Considerations

Subsurface Disposal System Circular Letters
The Connecticut Department of Public Health puts out, from time to time, circulars on the interpretation of the Connecticut Public Health Code as it relates to septic systems. The circulars may also be guidance documents to engineers in their design.
Private Well Circular Letter
The Connecticut Department of Public Health puts out, from time to time, circulars on the interpretation of the Connecticut Public Health Code as it relates to private wells. The circulars may also be guidance documents to engineers in their design.
If you have any questions regarding the interpretation of the above State of Connecticut rules, regulations, and guidelines, or you are interested in working with us on a project, contact us at (860) 354-9346. We look forward to working with you!
