The mission of the New Hartford Health Department is to prevent disease, maintain a healthy environment and promote community health for the citizens of the Town of New Hartford. The Department of Health is responsible for protecting the health of the public including but not limited to: reviewing and approving septic and well installation and repairs, reviewing and approving improvements and additions that may impact the septic and/or well, inspecting restaurants. It shall be noted that the New Hartford Department of Health is a part of the Farmington Valley Health District and all communication and permits are through the Farmington Valley Health District.

New Hartford Health Department Application for Building Addition, Accessory Apartment, Shed or Conversion
This document is required by the New Hartford Health Department when any building addition, accessory apartment, shed or conversion is proposed. The Health department will review their existing files to see if any additional soils testing is required to confirm that a reserve area for the septic system will still exist on the property if an addition is constructed. This document is required by the New Hartford Health Department when a new septic system is proposed in the Town of New Hartford. Prior to applying for approval, soils testing must be completed along with a complete septic system design. You must also apply for a Permit to Construct.

New Hartford Health Department Request for Soil Test Observation
This document must be filled out and submitted in order to schedule soils testing for a septic system. This is the first step in gaining approvals for a new septic system. The assigned sanitarian will then coordinate with the Engineer a time to perform the deep test pits and percolation tests.

New Hartford Health Department Site Evaluation for Septic System Repairs
The Farmington Valley Health District provides assistance to property owners who have septic system problems by performing site evaluations and providing recommendations. In order to adequately evaluate your property, soil testing must be performed. This soil testing consists of “deep test pits” which are dug by a backhoe/excavator to determine whether there are soil limitations such as ledge and/or groundwater. Also percolation tests are usually conducted to determine the drainage characteristics of the soil. This document must be completed fully in order to begin the process of remedying your septic system failure.

This form must be filled out and submitted if you are proposing a subdivision or resubdivision. This document also provides instruction as it relates to the process. The Sanitarian will review the plans to ensure that all applicable requirements with regards to the placement of the proposed wells and primary and reserve septic areas are in accordance with the State of Connecticut Public Health Code.

New Hartford Health Department Guidelines for the Proper Disposal of Water Treatment System Wastewater
You may not be aware that if you have a water treatment system such as a water softener system you cannot discharge the wastewater (i.e. – back wash) into the septic system that serves your house. Instead, you must create a separate disposal system for this wastewater. The attached document provides the guidelines that must be followed as it relates to providing a disposal system that meets the requirements of the Connecticut Department of Public Health.
